It would be down to the Warden. There is nothing to stop a Warden deciding that all visits have to be non-contact if the inmates cannot behave themselves. It would normally only be done as a security measure though, or as part of other measures if the unit was seriously under-staffed.

Those who are not a close relative would not be permitted to have a contact visit unless specifically requested and approved by the Warden.

Perhaps the people who wrote what you read Elvire were not related to the inmate and did not understand that particular rule.
