I wonder of this is a rule that's adhered to. It seems not, as I have received several gifts mailed from the prison, prior to me getting on the visitprs' list. So it may depend a bit on the prison too it seems Confusing, but that's life 
I do believe, however, that in order to pick up things on visit you have tp be on the list. It would make sense too, wouldn't it
